Context

The prevention of sexual exploitation and abuse has, for decades, been at the core of UNICEF’s mandate. UNICEF has a zero-tolerance policy for sexual exploitation and abuse perpetrated by employees, personnel and sub-contractors of UNICEF and implementing partners.

In December 2018, under the Championship of UNICEF, the IASC Principals laid out in a Plan for Accelerating PSEA at Country-Level.

The plan outlines three main priorities : 1) safe, accessible and dignified reporting that is gender and child sensitive;

2) quality SEA survivor assistance; and 3) enhanced accountability, including through prompt and respectful investigations.

A Results Monitoring Framework has been developed and rolled-out at country level to measure progress and results at country and global level.

Following the endorsement of the United Nations Protocol On Allegations Of Sexual Exploitation And Abuse Involving Implementing Partners (hereinafter referred to the UN Protocol) in February 2018, UNICEF has incorporated prevention of sexual exploitation and abuse standards in the General Terms and Conditions of partnership agreements with civil society organizations.

Considering the above, UNICEF has developed a procedure and related tools to support UNICEF Offices and their Implementing Partners to abide by the requirements of the UN Protocol and the General Terms and Conditions of their partnership agreements with UNICEF.

Main duties and responsibilities

The consultant will contribute to develop and implement the PSEA action plan to accelerate results in Mexico Country Office.

Technical Support for Country Office (CO)

The consultant will develop the PSEA Action Plan for the Country Office (CO), with a defined strategy, activities, results, deadlines and responsibilities.

The consultant will contribute to develop the CO internal mechanisms to prevent, detect, refer, and care for PSEA victims (it includes an internal protocol), also to encourage awareness of UNICEF staff and programs participants, etc.

The person will participate in the finalization of the internal PSEA protocol, that needs an in-depth review. The consultant will provide online and in-person trainings to UNICEF staff and IP’s personnel on the needs that may arise, for example : training of PSEA focal points in MCO;

training of programme sectoral technical staff in conducting PSEA Assessments; training of programme sectoral technical staff in carrying out beneficiary level monitoring with SEA questions, training on the new PSEA evaluation template (UN Harmonized tool) and the UNPP platform, as well as development of materials for MCO and partners (training materials, reporting and referral pathways, communication materials for beneficiaries, especially children etc.).

Training :

Conduct online and in-person trainings for UNICEF staff and Implementing Partners on PSEA using available PSEA Toolkit training package and other available products and sometimes adapting them to suit local contexts.

For 2023, there will be several trainings about the new UN Harmonized Tool and the UNPP PSEA module, along with PSEA basics.

Conducting PSEA Assessments :

The PSEA Assessment is intended to give UNICEF and its partners a baseline for tracking progress of partners’ organizational capacities on PSEA.

The Consultant is expected to complete the new assessment (Un Harmonized Tool) together with the UNICEF implementing partner before UNICEF enters into a partnership.

The consultant will verify PSEA self-assessments completed by the national or international CSO partner and she / he will help and supervise that IPs upload the whole documentation in the UNPP PSEA section.

The Assessment, when completed in collaboration with the partner, provides a shared understanding of the partner’s organizational strengths and areas of improvement on PSEA moving forward.

Steps for Review and Verification of Partner PSEA Self-Assessment

Review documentation : Consultant verifies that the supporting documentation provided by the partner adequately justifies the self-assessment rating of the partner.

This is done following the guidance in the Methodology for Review of Assessments. The consultant documents findings of the review, clearly indicating questions and missing documentation for partner in the Template for Feedback to Partner.

Follow up with partner : Consultant shares the Feedback with partner and asks for further clarification and documentation for finalizing the assessment as needed.

The partner is given a reasonable period of time to gather or develop the additional policy, procedure or system, and is guided to the PSEA Toolkit for resources to help with this.

  • Update review : Consultant adds additional information received from partner to updated Template for Feedback to Partner.
  • Provide final feedback to partner : Consultant informs the partner of the outcome of the verification process, using the final section of the Template for Feedback to Partner
  • Develop and / or follow up to PSEA action plans : Develop and / or monitor PSEA action plans with partners to ensure they address gaps in organizational capacity
  • Record review outcomes : on conclusion of the process the consultant records the PSEA assessment in e-Tools against the partner record.

Strengthening Prevention, Reporting, Referral and Investigation Capacities of national CSO implementing partners :

Using the PSEA Toolkit as a primary reference, collaboratively work with national CSO implementing partners to develop an Action Plan to address gaps in organizational PSEA capacity, as highlighted through the PSEA Assessment.

Thereafter, provide support to the national CSO to develop and implement policies, procedures, and systems to improve PSEA organization capacity of the CSO.

To support partners’ efforts in addressing identified capacity gaps, the PSEA Toolkit provides practical guidance on PSEA as well as an extensive list of additional resources in each section.

Key activities

Under the supervision of the Gender Specialist, the consultant will implement the following activities

  • Update the PSEA Action Plan for the CO.
  • Review and finalize the CO PSEA protocol.
  • Conduct PSEA assessments and risk assessments with implementing partners.
  • Develop PSEA materials (1 infographic about mechanism to report, training materials, exercises and PPT) and adapt the existing ones to suit the local context.
  • Facilitate and organize PSEA online and in-person trainings for the whole UNICEF staff (including field offices) and implementing partners (including new UN Harmonized Tool and UNPP PSEA module).
  • Develop and / or follow up PSEA actions plans with partners to ensure they address gaps in organizational capacity.
  • Systematize information and data for reports, especially for PSEA indicator.
  • Participate in PSEA trainings and HQ community of practice.
  • Prepare a final report to present to CMT.
  • Visit field offices and IPs offices and workplaces to carry out trainings, safety audits and to ensure that PSEA policies are being implemented adequately

TRAVEL PLAN

The technical proposal must consider field trips, which must be quoted in the supplier's economic proposal and must include a quote only for travel expenses (Transportation, lodging, food), according to the following list :

To qualify as an advocate for every child you will have

  • A university degree in Law or another relevant social science field (psychology, sociology, etc).
  • An advanced university degree (Masters and above) in one of the following areas is required : international development, human rights, psychology, sociology, international law, or another relevant social science field.
  • A minimum of 5 years of relevant professional work experience in child protection, or prevention or protection against sexual exploitation and abuse, or gender-based violence is required, including very good knowledge of the technical area.
  • Experience in conducting trainings and in capacity building is an asset.
  • Fluency in Spanish and proficiency in English is required.

Working conditions

  • The activities will take place in Mexico City. During the duration of the consultancy contract, it can be carried out remotely, but it will be necessary for you to participate (in person) in the sessions and consultations with implementing partners (IP).
  • This consultancy contemplates trips to Baja California, Chihuahua, Chiapas, Guerrero, Tabasco and Michoacán. The cost and duration of these must be budgeted by the applicants in the economic offer, considering at least the proposed working days in each city (previous table).
  • Sporadic meetings are contemplated at the UNICEF Mexico City office.
  • All deliverable documents must be reviewed and approved 100% by UNICEF, for which the consultancy contemplates periods of review by the counterparts, sending comments and incorporating requested adjustments.
  • The consultant must have their own computer equipment, as well as the appropriate software to develop the activities provided for in these terms of reference.
  • Availability to attend in-person and virtual planning and follow-up meetings with UNICEF through digital platforms (Teams or Zoom) and by phone when required.
  • The information generated in the consultancy will be the property of UNICEF.
  • Work must be carried out outside UNICEF premises.
  • The consultant must present an invoice and / or receipt of fees for payment.
  • The consultant must have their own medical insurance.
  • The consultant will not have the right to a UNICEF email account.
  • This consultancy contemplates several trips. The cost and duration of these must be budgeted by the applicants in the economic offer.

Interested suppliers must submit their technical (conceptual) proposal and the economic proposal separately. The modalities of evaluation of these are detailed below.

The proposals (technical & economical) can be sent in Spanish or English, as the supplier prefers.

Suppliers must present as a technical proposal the following :

  • Updated resumé where the supplier explicitly demonstrates the requirements of the profile in accordance with this process (max. 3 pages).
  • Document with 3 work references (name, email and contact telephone number), preferably, from work experiences related to the process.
  • Technical note (max. 3 pages), with a proposed work plan that includes a theoretical-conceptual framework, methodology and work schedule, as well as any other element necessary for the development of the consultancy.

The technical note will be examined by the selection committee together with the information on the experience and technical skills of the candidates

Economic proposal

  • It is intended to have a breakdown of costs as detailed as possible.
  • The economic proposal must be presented by the candidate in free format, indicating the COST PER DELIVERABLE, as well as the breakdown and explanation of the proposal, signed and on letterhead.
  • Costs should consider all project expenses, including field visits.
  • Without VAT and / or taxes.
  • Costs should be fixed for the entire project.
  • Submit your proposal in Mexican pesos. If you are a foreign consultant, you must submit your offer in US dollars.

Evaluation process

The selection criteria for the candidates will be based, among other criteria, on compliance with the requirements indicated in these terms of reference and will be calculated as follows : the technical evaluation will have a value of 60%, a technical interview will have a value of 10%, and the economic evaluation will have a value of 30%.

Adjudication of the Consultancy :

The Consultancy will be assigned to the candidate who obtains the best overall rating from the sum of both evaluations (technical and economic).

The consultant must have his / her own insurance or medical coverage for the duration of the contract (this must be verified prior to the start of the contract).

Only short-listed candidates will be contacted and will move on to the next phase of the selection process.

Innoscriptiduals recruited on a consultancy or innoscriptidual contract basis will not be considered "staff members" under the United Nations Staff Regulations and Rules and UNICEF policies and procedures, and will not be entitled to the benefits provided therein (such as leave entitlements and health insurance coverage).

Their terms and conditions of service will be governed by their contract and the General Conditions of Contracts for Services of Consultants and Innoscriptidual Contractors.

Consultants and Innoscriptidual Contractors are responsible for determining their tax obligations and for the payment of any taxes and / or duties in accordance with local or other applicable laws.
