RESPONSIBILITIES
1) Implementation of Management System
  • Promote safety awareness and application of the Safety Management System, codes of practice, and prime policies.
  • Support all relevant berthing or mooring activities according to CompanyManagementSystem or equivalent where
  • Company Management System is to be considered the minimum standards.
  • Support timely, effective reporting and investigation of all incidents.
  • Support timely and effective close-out of survey and audit action items
  • If/when instructed assist the Mooring Master with the administration and planning of all class and statutorysurveys to ensure the unit is in compliance with all relevant regulations at all times.


2) Manage Effectively
  • Demonstrate ownership and efficiency during berthing, mooring, offload operations including but not limited to offloading hose connection, maintaining OTTposition, disconnection of hose, unmooring, and all relevantassociated marine activities.
  • Support the operation of berthing, mooring, and relevant marine activities. Assist client as required with offload documentation
  • Coordinate with vessel masters and cargo surveyors for expeditious arrival and departure of offload vessel operations.
  • Liaise effectively with all relevant onshore and offshore departments ofCompany
  • Verify and report the effective planning for all offloading critical activities and critical equipment maintenance

3) Marine Operations
  • Deputize the Mooring Master if/when needed
  • Supervise the Marine & Cargo Operations with respect to offload tankers
  • Advis e export tanker crew as so instructed by the Mooring Master
  • Provide constant monitoring and alertness during the duration of the operation
  • Timely Report to the Mooring Master any anomalies issues may arise

4) Contribute to the Control of Critical Situations and Respond To Emergencies
  • Liaise with the Mooring Master to manage emergency response with due regard for the safety of personnel, FPSO, and environment to the limit of your responsibility with respect to offload operations.
  • Demonstrate knowledge and awareness of potential emergency scenarios with respect to offload operations.
  • Assist in the management of emergency response training and exercises ensuring they are conducted effectively and in accordance with requirements with respect to Offload operations.
  • Contribute to effective de-brief and analysis of exercises.

5) Monitor And Maintain Pollution Control Measures
  • Report any anomalies during offload operations related to ballast discharge, offloading hose, manifolds, and paigin integrity, tandem hawser and chain stopper, pull back tug and towing line e .t.c.
  • Unplanned discharges are identified, halted where possible, and reported according to policy, procedure, regulation, etc.
REQUIREMENTS
  • STCW Reg. AII/2 plus DCE for Oil and/or Gas as applicable
  • Minimum 3 years seas service on tankers Aframax – VLCC size with at least 1 year in the rank of Chief Officer.
  • Alternately 3 years onboard FPSO and at least 1 a year in the position of cargo Supervisor or Cargo Superintendent
  • Medically fit with offshore International standards such as ENG 1 or equivalent
  • Additional Preferred:
    • Extensive knowledge of offshore FPSO or FSO operations, including Production, Process, Utilities, Marine Maintenance, and Safety Management
    • Previous tandem berthing experience
    • Attended Tandem offload simulator training.
    • Attended Management of Major EmergencyTraining.
  • Personal Skills:
    • Personal: Conscientious, flexible, versatile, and determined.Capable of assertive and positive communication and performance.
    • Leadership: Exemplary safety and managerial leadership skills. Good levels of written and spoken communication in the English language. A clear understanding of behavioral personnel issues and logistics. Capable of motivating teams.Flexible in applying different approaches to work demands.
    • Technical: Appropriate standard of technical, legal, and professional knowledge as defined by competencies. High level of commercial awareness.Outstanding seamanship abilities. Capable of quickly assessing situations and making the correct decision.
    • IT: Practical familiarity with standard ‘Office’ software package. Operation and use of Internet and electronic mail system.
