Preston Associates International Development Limited (Preston Associates) is a Nigerian-owned NGO committed to enhancing development outcomes in Africa, especially in health, governance, education, gender, child and youth development. We provide evidence for improved development outcomes through research; and we specialize in providing technical support to our clients in the areas of programme design, implementation, monitoring, evaluation, accountability, and learning across the development sector spectrum.

For almost a decade, our engagements have cut across evidence generation and use for system optimization through Monitoring, Evaluations, Research, Accountability, Sustainability and Learning (MERASL), performance management, program and system evaluations, impact assessments, governance systems (including accountability mechanisms and inter-sectoral coordination frameworks), and cost model analyses, etc. Our clients, partners, and donors consist of international and domestic non-governmental organizations, e.g., the Bill and Melinda Gates Foundation; national and state-level government agencies/parastatals, e.g., Federal and State Ministries of Health; as well as, bilateral and multilateral organizations such as the United Kingdom’s FCDO, USAID, and WHO, among others.

Project

Preston Associates International Development Limited (Preston Associates) as part of a consortium is implementing the MasterCard Foundation Young Africa Works (MCF-YAWs) project which provides continuous, on-the-ground, on-demand and systematic support to MCF and its implementing partners on performance monitoring, data verification, impact and performance evaluations, project and activity level monitoring, evaluation planning and management, organizational learning, capacity building, and knowledge management.

Purpose

The Thematic Expert in the Digital Economy sector, will review data collected across the relevant projects ensuring high quality, analysis and report writing.

Key Roles and Responsibilities

• Contextualize and interpret data findings based on knowledge of the sector
• Inform the development of relevant project outputs (study tools, reports, presentations)
• Participate in meetings when needed
• Undertake other duties as may be assigned
• Adhere to stated policies and procedures relating to code of conduct, health, safety and quality management.

Required Skills and Competencies

• M.Sc. in Digital Economy, Entrepreneurship, Information Communication Technology, Management Information System, Computer Science, Information Resource Management, or any related field (with at least 5 years of experience in conducting monitoring, evaluation and learning for M&E related INGO work experience- added advantage);

OR

• Bachelor degree in the fields stated above AND at least 10 years of experience in conducting monitoring, evaluation and learning for development programs
• Knowledge and expert experience in digital economy, content creation, regulation, analyst or sectoral academic.
• Experience knowledge of programs and applied research, project monitoring and evaluation for donor-funded projects (experience with USAID, FCDO, other bilateral, UN agencies and foundations like the Gates Foundation or/and MasterCard Foundation, highly desirable) as well as exposure to developing countries
• Knowledge and experience of USAID approach to MEL, including collaborating, learning, and adapting preferred
• Demonstrated ability to create program support systems for large amounts of data within a complex program
• Experience & expertise with data analysis and presentation software – SPSS, NVivo, R, PowerBi and/or tableau, SQL, MS Access etc.
• Proven expertise in quantitative and qualitative methodologies, research, reporting and data quality assessments
• Possess professionalism, motivation, flexibility, and cultural sensitivity
• Expert experience in indicator tracking matrix
• Expert experience in designing and leading capacity building and training for national and/or sub-national teams
• Strong understanding of sector policies, regulations, trends, actors, resource flows, values, and interconnections
• Impeccable written and verbal communication skills
• Exceptional leadership and interpersonal skills
• Excellent analytical skills and ability to accurately interpret complex documents and policies
• Excellent ability to think strategically and to rapidly analyze diverse information from varied sources
• Exceptional ability and the necessary organizational skills to take initiative, personal ownership, and accountability to meet deadlines, work under pressure, balance competing demands and achieve agreed-upon results
• Adept skills in project cycle management
• Ability to travel nationally
