Purpose of the position is to provide technical support to Provincial TB Programme (PTP) Punjab for TB strengthening in PHC/ MAF-TB expansion, decentralization of DR-TB services, proper implementation of programmatic management of TB preventive treatment (PMTPT), strengthening TBHIV collaborative activities, coordinated response within the health sector programmes, strengthening TB surveillance through case based DHIS2 and granular TB Data analysis. Assigned tasks to be carried out in accordance with national TB guidelines aligned with latest WHO recommendations and reflecting country commitment towards universal health coverage (UHC)/ essential package for health system (EPHS).

Under the direct supervision of WHO Head of sub-office (Punjab), in close technical collaboration & reporting to the National Professional Officer (TB) WCO Islamabad, the incumbent will:

  • Provide overall coordination and technical advisory support to PTP Punjab for integration of TB in PHC & MAF - TB initiative in pilot district and expansion in more districts of Punjab (building upon Hafizabad pilot experience).

a) Assessment of the current status of TB integration in PHC including in the piloted sites.

b) A roadmap for replication of the piloted experience of TB integration in PHC and MAF.

c) A training plan / implementation for PHC workers on national TB guidelines.

d) Monthly progress report on ongoing TB integration in PHC/ MAF-TB initiative.

  • Support PTP Punjab for programmatic management of TB preventive treatment (PMTPT) implementation as per the national guidelines.

a) A roadmap or a plan of activities for PMTPT implementation,

b) Develop PMTPT capacity building plan and ensure full implementation

c) Monitoring progress on PMTPT implementation and evaluating outcomes according to specified indicators

d) Monthly progress report on PMTPT implementation in Punjab

  • Provide technical and advisory support to PTP Punjab to improve DR TB diagnosis and treatment including decentralization of DR TB Services and expanding use of WHO recommended shorter all oral treatments to eligible patients as per national guidelines

a) A provincial plan for expansion/ implementation, monitoring & reporting of DR TB services including plan for decentralized DR TB services.

b) Monthly progress report on strengthening DR TB services including DR-TB decentralization in Punjab

  • Support PTP Punjab for Integrated response to TB/HIV, Malaria, IRMNCH/ Nutrition, EPI, TB & NCDs.

a) A provincial plan of activities for TBHIV Coordination, & collaborative TB/HIV activities. Collaboration with Malaria, IRMNCH, EPI & NCDs including monitoring & supervision.

b) Monthly progress report on Integrated & coordination response for Ending TB

  • Support PTP Punjab to scale up case based DHIS2 & conducting granular data analysis to review the progress on key performance indicators.

a) Plan for case based DHIS2 developed(interoperability with EMR )

b) Granular data analysis of TB data conducted & progress report shared.

Specific requirements

  • Education: University degree in Medicine is required. Master’s degree in Public health / specific training/courses on management of TB is desirable.
  • Experience: At least 5 years’ relevant experience in management of public health programmes including TB control is required. Experience in TB at national/provincial level.

Knowledge & Skills:

  • Knowledge of Country /Province situation regarding TB and national response.
  • Excellent knowledge of TB, planning and program design including setting & prioritization of interventions.
  • Expert knowledge of End TB Strategy, the political declaration of 2018 UN- High level meeting (HLM) and WHO TB guidelines and frameworks.
  • Ability to review and revise policies and objectives of assigned program and activities.
  • Ability to analyze information, data and write concise reports.
  • Diplomatic skills to develop good relations with national/provincial and district leadership and partners to ensure effective and collaborative response for Ending TB.
  • Excellent communication, report writing and analytical skills.
  • Team player.
  • Use of MS office (Power Point, MS word, Excel)

Language requirements:

Excellent Knowledge of English and local language (Urdu). Knowledge of relevant provincial languages will be considered as an asset.
