Objective of the position:

The main purpose of the Certification and Containment Officer is to support the program in all the processes of assessments and verifications of the documentations prepared by national authorities to the National Emergency Operations Centre (NEOC) for onwards submission to the regional certification committee (RCC) and processes of effective containment strategies for biomedical and potential infectious facilities to minimize risk of virus spread or re-introduction.

Job description:

Under direct supervision of the National Team Lead Polio (WHO), the incumbent will be responsible to support nation polio free certification in line with Polio Eradication strategy 2022-2026 in Pakistan. The terms of reference of the incumbent shall include the following:

1. Work as secretariate and focal point for NCC and coordinate communications with NEOC, NPCC, RCC secretariate and other relevant bodies.

2. Support the review of technical and legal requirements for polio free certification at the national level in line with regional, and global standards.

3. Provide inputs towards the national plan on steps and timelines towards achievement of national polio free certification through regular analysis and reporting upon country’s progress towards achieving the polio free certification milestones, in line with requirements specified by regional and global certification commissions, polio eradication strategy 2022-2026, GAPIII global action plan, etc.

4. Support to draft progress reports (on annual, quarterly, and monthly) for the National Emergency Operation Center on progress, identifying gaps in compliance, and feasible solutions; present situation updates at the National Emergency Operation Center, etc.

5. Support in keeping all records/ documentation/ communication pertaining to polio free certification for the National Emergency Operation Center, ensuring Data Integrity.

6. Support the process of risk analysis, risk categorization twice a year for district & sub-district level and for Risk assessment for cVDPV2 and WPV1.

7. Support sensitization of national stakeholders on containment strategy and plans.

8. Support NTF for containment to prepare complete reports on survey and inventory activities and supporting documents to the NCC for review and endorsement before submission to the RCC.

9. Performing all other functions as and when assigned by the Technical Officer Certification & Containment and the National Team Lead Polio.

Professional Experience:

  • Two (2) years of experience with public health or community medicine is required
  • Good technical knowledge in public health, epidemiology, infectious disease surveillance, disease outbreak investigation and data management, including analysis and interpretation of infectious disease surveillance data.
  • Proven experience in the successful implementation and management of public health-related projects.
  • Proven experience in contributing to the setting of public health-related policies.

Knowledge of the WHO mandate and goals of the Polio Eradication Initiative desirable.

Education:

  • Advance degree in medicine or public health related degree qualification is required.

Languages:

  • Ability to communicate clearly in English orally and in writing.
  • Knowledge of other local languages (eg. Urdu, Pashtu, Punjabi) is an asset.

Other skills:

  • Efficient use of computer software applications, including: Microsoft Office; Epi Info; SPSS; and, Stata.
