Purpose of the post: To support effective communication of status of program implementation and financial management to the organization, government and donors. The effective communication of the progress made in the program and the timely financial management reports will increase the organization’s credibility and accountability to the donors as well as with the regional office and headquarter. The position will strengthen the country’s target of interruption of transmission of Poliovirus from Pakistan by the end of year 2023 through implementation of effective advocacies and communication strategies that will enhance high quality polio campaign and other immunization activities as well high-quality AFP surveillance system

Organizational context: The Officer will work under the direct supervision of the Federal Communications Officer/Polio Team Lead Country Support and overall take guidance from the WHO Polio team leader, as part of a cross-functional team in the Pakistan Polio Eradication (PEI) National Emergency Operation Centre (NEOC) and in support of the WHO Communications Unit:

1. Provide technical guidance and input into PEI partnership communications materials and initiatives under EOC

o Support the development of PEI national communications strategy as implemented by the Communications Unit at the Emergency Operations Centre: ie development of operational guidelines, media SOPs, Risk Communications messages, media spokespersons & influencers list, audience and channel analysis.

o Development of the Narrative for national and international audiences to guide external communications around PEI (updated quarterly)

o Key Messages and Talking Points for the Prime Ministers Focal Point for Polio Eradication and National EOC Coordinator ahead of key interviews or events

o Provide support to provincial communications officers under EOC for the development of localised messages for provincial spokespersons


2. Support National EOC technical team by coordinating communications materials and products for internal and external audiences for NEOC

o Preparation of talking points and key messages for National EOC Coordinator ahead of key polio events including but not limited to interviews with media, donor briefings, key partnership meetings

o Preparation of technical reports and presentations, background briefings on the programme and/or specific initiatives,

o Work with the External Relations team on the preparation of donor updates

o Synthesise technical information that is easily digestible for a range of non-technical audiences – ie producing media/donor snapshots, infographics for social media

o Prepare brief for and liaise with the procurement team and external companies for production of materials: photographers, videographers, designers and printers

3. Support community engagement strategies under the High Risk Populations Unit (religious support persons) as required

o Provide additional support to timely implementation of work of RSPs, coordinating with the Religious Support Officers in Federal and Provincial Offices.

o Support the Social Mobilisation Task Team in the development of strategy and analysis of interventions

o Attend and provide close follow up to the recommendations and action points from Social Mobilisation Task Team meetings


4. Support media events and interactions such as press briefings, journalist interviews and journalist/donor field visits as directed

o Provide technical feedback into preparation of materials and content ahead of such events

o Coordinate on logistics as is needed with partners/EOC for localised events and international events featuring the Pakistan programme

o Provide input into training sessions for spokespersons for the programme and capacity building/sensitisation sessions for local media

o Organize and conduct communication capacity building/coordination meetings internally for WHO when needed

5. Maintain National EOC and Pakistan PEI website with content creation to highlight progress and activities of WHO and the PEI partnership

o Stories from the field highlighting particular initiatives of the programme, frontline workers, donor contributions

o Research technical stories for input into research papers written by technical members of the programme

o Skills to edit English writing for stories, technical papers and reports

6. Maintain federal database of audio/visual materials captured in the field by Communications officers and PEI staff, including all key metadata and caption information

o Working with the provincial communications officers collect and manage multimedia materials from the field

o Working with external media companies to document field activities that capture NEOC contribution to PEI

o Make database/archived materials available to EOC offices when needed

o Ability to capture materials in the field with camera and contribute to building EOC and PEI database


7. Liaising with the WHO headquarters and regional offices on donor-related issues.

o Collaborating in the response to donor and partners requests for information on timely facshion

o Organizing meetings between partners and donors to discuss progress on the implementation of grants

o Preparing and submitting donor reports in coordination with the different levels of the Oranization and the programme’s concerned technical units

o Preparing proposals to donors in collaboration with the programme’s concerned units

8. Track and monitor milestones

9. Support the NOEC in the elaboration of grants proposals

10. Coordinating with responsible units for the preparation of budgets upon request and depending on the need.

11. Updating the Financial Resource Requirements, in close coordination with Resource Management Task Team.

12. Coordinating the compilation of data to be used for the preparation of quality technical and financial reports.

13. Coordinating the design and maintenance of databases and work plans in support of grant-related project activities

14. Coordinating with the Communications Unit on donor visibility plans and publications.

Required Qualifications

Degree in journalism, communications, international relations or Political Sciences

Required Skills;

§ 2 years of relevant experience in any UN Agency or in any large scale INGO/ Multinational Organization

§ Practical experience in drafting and editing donor reports.

§ Excellent time and resource management, business communications and negotiation skills.

§ Experience in organizing meetings and orientation sessions between partners and donors.

§ Experience in grant management with an international NGOs and/or UN agency.

§ Good working knowledge of Microsoft Office applications, such as Word and Excel.
