JOB PURPOSE

To provide support to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Contribute towards the development of a limited number of projects, plans and processes, ensuring alignment with wider programme policies and guidance. 2. Provide project management support to specific and defined programmes and projects of small to moderate size that are relatively straight forward in nature, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures. 3. Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained. 4. Research and analyse policy and operational issues to support senior colleagues in the development of policies, programmes and activities. 5. Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders. 6. Liaise with internal counterparts to ensure effective collaboration, monitor ongoing projects. 7. Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.8. Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through project management support of learning initiatives.9. Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries. 10. Other as required.

OTHER SPECIFIC JOB REQUIREMENTS

1. Contribute to the development of monitoring plans in line with WFP corporate requirements;

2. Lead the field monitoring teams in achieving the targets of various M&E functions and reporting the progress to the Head of Sub-Office as well as to the Head of M&E Unit in the Country Office.

3. Perform accurate, timely recording of data for the M&E activities and ensure consistency of information presented to stakeholders;

4. Ensure filed monitors are regularly visiting the field for verification of quantity and quality of the deliveries to extended points and conducting post distribution monitoring as per sample and document reasons for any variations compared to planned samples;

5. Conduct occasional monitoring visits to verify that staff at field level is conducting monitoring activities as per the sample plans generated and collecting quality information;

6. Contribute to the analysis of different monitoring data on monthly, quarterly and yearly basis;

7. Facilitate preparation of quarterly monitoring reports for internal and external audiences.

8. Provide relevant support for reporting on the effectiveness of WFP activities, constraints and presenting recommendations for improvement in light of monitoring findings of WFP staff, government, and other stakeholders;

9. Ensure monitoring issues are tracked with concerned units;

10. Provide technical assistance to supervise M&E team at provincial office level, including third-party monitoring service providers to ensure quality monitoring as per WFP’s standard guidelines;

11. Support the capacity building of WFP cooperating partners (CPs) to enable them to adapt WFP’s monitoring techniques and ensure their relevant staff is performing their duties as per their agreed terms of reference with WFP;

12. Provide relevant support in monitoring and evaluation (M&E) work related to One-UN and other government led programmes;

13. Assist in the monitoring/evaluation process, including writing of the terms of reference, identifying and selecting independent consultants to lead and conduct third-party monitoring and/or evaluation;

14. Support in conducting different assessment for WFP projects;

15. Provide all relevant M&E related information for different internal and external reporting;

16. Perform other related duties as required.

STANDARD MINIMUM QUALIFICATIONS

• Previous experience in the field of monitoring and evaluation within humanitarian or development contexts (International organizations and/or UN system)• Experience in managing a team


Education: Advanced University degree in social sciences, statistics, development economics, performance management, monitoring and evaluation or other related fields, or First University degree with additional years of relevant work experience and/or training/courses.


Experience: Minimum of three years of relevant professional work experience including monitoring and evaluation activities. Experience using a variety of quantitative and qualitative analytical tools and methods.


Languages: Fluency in English and Urdu. Proficiency in the duty station’s language is desirable.

Job holders work under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. They are typically involved in programme or policy activities or similar nature and analytical work of limited complexity.
