Organizational Context and Scope :

Established in 1951, and operational in Pakistan since 1981, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, inter-governmental and non-governmental partners. Over the years, IOM has expanded and affirmed its role as the leading Organization assisting the Government of Pakistan to ensure humane and orderly movement of people by devising practical solutions to shifting dynamics of migration, protecting, assisting and supporting vulnerable migrant populations, promoting international cooperation on migration issues and serving as a key source of advice on migration policy, research, data and practice.

As a part of IOM Pakistan, Migration Management Division (MMD) is implementing a range of activities to strengthen migration and border management capacities of the Government of Pakistan. Activities contributing towards this response include trainings on specialised topics relating to border and migration management, provision of necessary equipment and infrastructure to support selected border crossings and technical support to streamline procedures relating to border management in Pakistan.

Under the overall supervision of the Chief of Mission and direct supervision of the Senior Programme Manager (IBG), the Programme Development & Reporting Officer will be responsible for the following duties:

Responsibilities and Accountabilities :

  • Participate in and support a range of project development and reporting-related functions of the MMD.
  • Establish and continuously maintain high-quality, effective and efficient reporting standards, lines and practices for MMD.
  • Lead and guide the staff under her/his supervision specifically in the areas of the programme development, reporting and M&E.
  • Support the drafting of the concept notes and project proposals based on the initial ideas and inputs received from the Senior Programme Manager, Migration Management Programme Coordinator and other MMD staff.
  • Draft project documents, descriptions of actions, logframe matrixes and other related documents.
  • Coordinate the preparation of project addenda documents once required by the donors.
  • Lead on the drafting of variety of narrative reports of MMD projects, including periodical and final reports.
  • Coordinate the preparation of regular and ad-hoc briefing notes, talking points, presentations and other similar products for the senior management team of MMD.
  • Provide substantial guidance and support in the collection, consolidation and analysis of quantitative and qualitative data required for the preparation of donor reports as well as to track project results against indicators.
  • Lead on the accurate and comprehensive documentation of project activities, by supporting data collection, preparing minutes and reports of meetings and events, reviewing and editing documents, and ensuring proper archiving.
  • Directly and actively participate in M&E process in the framework of the projects implemented by MMD.
  • Perform other duties as may be assigned by the direct supervisor.

Required Qualifications and Experience :

EDUCATION :

  • Bachelor’s degree from an accredited academic institution, preferably in English language studies, social sciences, development studies, migration studies or related field, with at least two years of relevant professional experience.

EXPERIENCE :

  • Solid experience in drafting project-related documents such as concept notes, project proposals, reports as well as briefing notes, talking points, presentations, communication materials and similar documents.
  • Experience in migration, border security or humanitarian field is an advantage.
  • Experience in donor and government partner liaison an advantage.
  • Experience working with UN agency or international organization; prior work with IOM and familiarity with IOM protocols is an asset.

SKILLS :

  • Strong communication and coordination skills.
  • Well-organized, detail-oriented and able to prioritize and manage multiple tasks simultaneously with minimum supervision.
  • Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds.
  • Proven ability to produce quality work accurately and concisely according to set deadlines.

Languages :

IOM’s official languages are English, French, and Spanish.

REQUIRED:

  • Fluency in English (oral and written)

DESIRED:

  • Working Language is Urdu
