NATO Contractor Support for Ballistic Missile Defence (BMD) training curriculum development Working Location: Oeiras, Portugal Security Clearance : NATO Secret Language: High proficiency level in English language EXPERIENCE AND EDUCATION: Essential Qualifications/Experience: · A Bachelor of Science (BSc) degree in Electronics Engineering, Computer Science/ Software Engineering/ Mathematics/ Electronics or related discipline at a nationally recognized/certified University, with 5 years post related experience, b) OR: a lower academic qualification combined with the demonstration of particular abilities or experience of relevance to this work, with a minimum of 8 years relevant experience · Technical / BMD background ü Demonstrable experience with developing Individual Training Views/Logical Training viewpoints for the Ballistic Missile Defence community in NATO ü Demonstrable experience with conducting Training Needs Analysis workshops as well as development of training content, specifically for Tranche 21 and 23 of the inflight BMD program ü Strong network in the NATO BMD community ü Broad NATO and international experience in policy, doctrine and concept development, mission planning and execution, training and exercises at all levels of NATO's Command Structure ü Extensive experience working with NCI Agency, ACT, SHAPE and other NCS HQs ü Extensive experience with the NATO BMD Programme and programme tranche concept as a capability delivery method g) Extensive knowledge of / practical user experience with air defence weapon systems, sensors and communications, and current and future NATO Command and Control systems like NATO ICC, ACCS, AirC2IS, TOPFAS, NCOP, INTEL FS, etc. ü Extensive experience with capturing BMD system requirements and business/operational workflows ü Strong project management skills · Experience with course development ü Demonstrable experience with the NATO Systems Approach to Training (SAT) ü Experience with developing training curricula and/or training programs, including course materials for technical training in the BMD domain ü Experience with development of technical documentation, training materials and instructional aids ü Experience in providing instruction on technical subjects to both non-technical personnel as well as technical specialists ü Comfortable with working in an international environment comprising both military and civilian elements Desirable Qualifications/Experience: · Experience with: ü Producing Capability Packages for (Theatre) Missile Defence Capabilities ü On-the-Job Training (OJT) ü Online and blended learning technologies ü Benefits Management · Foundational knowledge of User Experience (UX) design DUTIES/ROLE: · Complete course development + initiate training delivery TRANCHE (TR) 21 of the BMD program ü Develop courseware BMD Watch officer course ü Develop CCDIII BMD planner course (Enabling Learning Objectives (ELO) and detailed training program) ü Develop courseware BMD planner course · Conduct Training Needs Analysis + initiate course development TRANCHE 23 of the BMD program ü Analyse affected BMD roles and structures for TR23, associated workflows and current/future systems and functional services ü Develop the Individual Training View/Logical Individual Training viewpoint for TR23 ü Develop Course Control Documents (CCD)IIs, by conducting Training Needs Analysis sessions for the roles as directed by HQ SACT (2 new roles) ü Develop CCDIIIs of the two new courses (ELOs and detailed training program) ü Initiate development of all associated training materials for the two selected roles for TR23 (initiation only, completion will be in 2024) · Support testing Innovative Learning Methodologies and the establishment of a System of System training infrastructure ü Create a Proof of Concept design, and articulate benefits of Micro-learning for the BMD program ü Develop Micro-learning assets ('learning nuggets') for the priority systems ü Deploy and evaluate micro-learning ü Support the establishment of a System of System training infrastructure · Transfer BMD specific knowledge and expertise to NCI Academy instructors where required · Provide monthly status report to help review progress of the contractor's analysis
