Job Summary

The duties of the post are to give to the local authority such appropriate management, administrative, executive, supervisory, advisory and ancillary services as may be required by the local authority in the exercise and performance of any of its powers, functions and duties and to exercise such powers, functions and duties as may be delegated to him or her by the Chief Executive from time to time including the duty of servicing all committees that may be established by the local authority. The holder of the post will, if required, deputise for an officer of a higher level.

The duties of the post may include:

  • The control and management of staff engaged in the delivery of front line services for the Local Authority;
  • Working as part of a team to deliver planning, design, procurement and construction of new infrastructure and the maintenance of infrastructure by direct labour and by contract;
  • The carrying out of regulatory and enforcement duties for the Local Authority;
  • Working as part of a team to deliver investment programs
  • Preparation of contract documents
  • Investigation and resolution of customer complaints
  • The supervision and contract administration of construction / operations / maintenance works;
  • Managing an engineering/administrative workforce and associated industrial relations issues;
  • The preparation and management of elements of the revenue and capital budgets and ensuring that works are implemented within allocated budgets;
  • Ensuring that staff are trained and operate within the relevant skill sets;
  • Carrying out the delegated health and safety duties for the Assistant Engineer
  • Maintain and proactively develop a culture of Health & Safety in the workplace;
  • Ensuring compliance with Health & Safety legislation and regulations, and the Local Authorities Corporate Health & Safety systems;
  • Ensuring works are implemented in compliance with all relevant legislation and regulations concerning procurement, planning, etc.;
  • Ensuring an efficient and effective response to all stakeholders;
  • Carrying out such other duties as may be assigned from time to time.

Any other duties as may be assigned to the officer from time to time by the local authority and may include the duty of deputising for other officers of the local authority, when required, and such duties as may be assigned to him/her in relation to the area of any other local authority.
