Job Summary An Assistant Planner works within the planning section, which is itself currently within the Planning, Water Services and Thurles Municipal District Directorate. The section works broadly under the following headings as follows: Forward Planning, Development Management, Enforcement (including taking charge of housing developments) and Special Projects. However, an Assistant Planner will be required to input into multi-disciplinary project teams on occasion, under the direction and line management of Senior Executive Planner or other senior personnel. Local Authorities also play a key role in supporting economic development and enterprise promotion at a local level.
The Assistant Planner will from time to time be required to deputise for Executive Planners or more senior personnel and must be willing to take on this challenge. The ideal candidate will be a highly motivated person, with a strong sense of commitment to delivering quality public services and shall demonstrate good technical knowledge and experience of planning policy and practice.
The Role:
Working under the supervision of an Executive Planner/Senior Planner/Senior Executive Planner, the successful candidate must demonstrate knowledge, skills and competencies in the following areas:
  • An ability to engage a wide and varied planning application caseload of both urban and rural developments, including Strategic Housing Developments (SHD), as required;
  • Assess and make recommendations on planning applications in line with all relevant national, regional and local plans and policies and in accordance with appropriate legislation and guidelines;
  • Conduct pre-application consultations and provide planning advice to members of the public, internal departments and elected members;
  • Undertake site visits related to planning applications, condition compliance planning enforcement, derelict sites, vacant sites etc as required;
  • Provide reports on enforcement cases, derelict sites and vacant sites, as required;
  • Prepare Development Plans and Local Area Plans and other planning policy reports and studies;
  • Analyse spatial and demographic information to discern trends in population, land-use, employment etc, to inform policy development;
  • Develop and implement measures to promote regeneration of the county
  • Input to inter-disciplinary projects dealing with land-use, transport, environment etc;
  • Represent the Council at meetings with staff, elected members, community/general interest groups, businesses and residents as required;
  • Build and maintain co-operative working relationships and supervision of staff as required;
  • Maintaining and proactively developing a culture of Health and Safety in the workplace;
  • Engaging in Continuing Professional Development/Training;
  • Incorporating the use of IT and efficiencies into work practices;
  • Preparation for and attendance at staff meetings;
  • Acting or deputising for senior personnel in their absence when required;
  • Undertaking any other duties of a similar level and responsibility, as may be required, or assigned, from time to time.
