Post Specific Related Information: Our vision for each Clinical Coding Department within the RCSI Hospital Group is to ensure that best practice is followed in line with all governing standards, enabling the collective availability of high quality, and meaningful data which can be utilised to support Activity Based Funding, Clinical Audit and Service Analysis. The post holder will be required to travel to all hospitals within the RCSI Hospital Group. To support: • RCSI HG sites in coding HIPE discharges, in line with ICD-10-AM and ICS clinical coding standards, in a timely and accurate manner. • In providing flexible cross-cover for coding across the hospitals. • The Group Auditor and Trainer in conducting HCAT audits, and delivering targeted training. • The Group Department Head in the generation and validation of clinical metrics, and key performance indicators. • The Group Department Head in the generation of reports • In the mentoring of new coders. • The engagement, training and education of clinicians, nurses and hospital management as part of a multidisciplinary team, to develop the function and awareness of HIPE throughout the hospital. • The development of Activity Based Funding (ABF), in conjunction with the Group Clinical Coding Manager, Group ABF Accountant and at site level across the RCSI Hospitals Group. • The implementation of any new initiatives that would enhance the HIPE Clinical Coding function to ensure accuracy and completeness of data coded in conjunction with colleagues. To advocate for best practices in reviewing and extracting demographic, clinical and administrative data and information from the medical record based on documented clinical information and translating this information into ICD-10-AM codes according to Australian Coding Standards (ACS) and Irish Coding Standards (ICS). Details of the department: HIPE Departments are responsible for ensuring that all clinical data is accurately captured using ICD-10-AM coding, efficiently and within National timelines. HIPE’s compliance with clinical coding standards and timelines provides assurances that all clinical activity can confidently underpin the data’s various uses including, Activity Based Funding, clinical audit and service analysis. The work in this role is diverse and involves interaction with all services in the hospital setting. Close liaison with Clinicians, Management, Administrative Staff and Nursing all enhance the role and allows the post holder to ensure that the HIPE database gives an accurate reflection of the hospital inpatient and day case activity. Interaction with national bodies, i.e. Healthcare Pricing Office (HPO), Special Delivery Unit (SDU) and other external software providers, is also a large factor in the post. This campaign will run in compliance with the Code of Practice prepared by the Commission for Public Service Appointments (CPSA). The CPSA is responsible for establishing the principles that should be followed when making an appointment. These are set out in the CPSA Code of Practice. The Code outlines the standards that should be adhered to at each stage of the selection process and sets out the review and appeal mechanisms open to candidates should they be unhappy with a selection process.
