Job Summary

The Position: Waterford City and County Council is seeking applications from suitably qualified candidates with relevant experience for the position of Tenant Engagement Officer (2Year Contract) - St Josephs (Grade 5).
St. Joseph’s House Manor Hill (Healthy Age Friendly Homes Programme) is a state-of-the-art Age Friendly housing development that will deliver 71 dwellings for residents aged 55 and over in a modern, spacious and distinctive setting, right in the heart of Waterford City.
Fifty 1 and 2 bed dwellings are located in the main building and twenty one dwellings are located in the various clusters of outbuildings on the site. Each dwelling is provided fully furnished.
Job Purpose;
The post is a new post at Grade 5 level and the post holder will work within the Housing section initially reporting to the Grade 6 in the Tenancy Management section. It is intended to be a pilot position for an initial two-year period and the post holder will work in close cooperation within the Waterford Age Friendly programme. The initial posting will be to manage the establishment of a range of health, social care supports and tailored community supports for the residents of St. Joseph’s Manor Hill (SJMH), a 71 unit city centre Age Friendly housing development, create a community engagement structure within the development and work to identify a long term plan for the community space within the building. The post holder will work within the ethos of the Age Friendly Programme which is to enable everyone to continue to live in their own home or a home more suited to their needs, to live with a sense of independence and autonomy, to be and feel part of their community, and to support the avoidance of early or premature admission to long-term residential care.
It is proposed to form a panel of qualified candidates from which the position of Tenant Engagement Officer (2Year Contract) - St Josephs - Grade 5 will be filled during the lifetime of the panel.

The successful applicant will have responsibility for the following duties:
The post holder will provide supports to the residents across three distinct areas:

  • Development of Tenancy Supports with the 71 households living in St Josephs
  • Development of a Social Enterprise proposal based on site in the chapel/community space
  • Coordination of community, health and social supports on site/visiting for the 71 households

Development of Tenancy Supports with the 71 households living in St Joseph’s Manor Hill
  • Develop a representative tenant engagement structure with robust governance which will support a Tenants’ Forum to underpin tenant participation in the community life at the housing development.
  • To work with tenants to develop a range of opportunities for tenants to get involved in events which promote tenant involvement.
  • Work with the tenants to develop tenants’ communication activities within the housing development and develop good quality accessible information.
  • Design and coordinate training for tenants that builds capacity for involvement and promotes inclusivity.
  • Ensure all tenancy matters are recorded with the relevant housing section and provide liaison between WCCC housing section and tenants.
  • Work as part of the existing housing team.
  • Develop reporting mechanisms which evidence the positive impact of tenant engagement on the wellbeing of tenants and overall estate/facility management.

Development of a Social Enterprise proposal based on site in the chapel/community space.
  • Work with tenants, community organisations and relevant partners to develop a funding and management proposal for the use of the communal space and open space within the first 18 months of the project role.

Coordination of community, health and social supports on site/visiting for the 71 households
  • Develop strong professional relationships with all health providers to ensure a coordinated level of healthcare for all tenants, either on site or within community care settings.
  • Develop on site attendance by support services on a weekly or monthly basis to ensure participation by tenants in community support services.
  • Engage with community organisations active in the area to identify needs of tenants and plan programmes to address same.
  • Create linkages with existing active retirement groups in the City Centre to encourage participation and engagement.
  • Develop a programme of onsite age appropriate programmes to support tenants health and wellbeing.
  • Develop a programme of social activities that contribute to enabling the community to live independently, while also contributing to a community of practice where everyone feels welcome, valued and can contribute to wider society.

General duties
  • Work as an integral part of the Tenancy management and wider housing team and create strong linkages with the WCCC Age Friendly Technical Advisor.
  • Membership of the WCCC Inter Departmental Age Friendly Team
  • Create linkages with the community section of WCCC and in particular the Sláintecare Healthy Communities, Local Development Officer Local and the Waterford Healthy City and County Coordinator.
  • Participate in relevant training and development courses as agreed with your supervisor
  • Undertake other duties as might be reasonably assigned from time to time in consultation with your supervisor.
Desirable experience, knowledge and skills
WCCC is seeking an experienced individual with a proven track record in community engagement and an ability to work on their own initiative. The successful candidate will possess excellent communication ad community facilitation skills while working in a friendly, empathetic and tenant focused manner.
  • 3rd level qualification in social care or community development.
  • 3 years of relevant experience in a housing/community development or tenant participation role.
  • Demonstrable experience in developing services to meet tenants needs.
  • Excellent IT and report writing skills.
  • Excellent oral communication skills and ability to plan and host group meetings.
  • Ability to manage and prioritise a busy workload.
